This position is under the direct supervision of the Hardin County Planning and Development Commission and the Director of the Commission. The Land Use Planner must understand and be able to explain the County’s development standards to the general public.
MINIMUM REQUIREMENTS: Bachelor’s degree with emphasis in geography, land use planning, city planning, urban planning, public administration, business administration, architecture, landscape architecture, historic preservation or a related field. Previous internship or job experience in land use planning, real estate or government preferred. EXAMPLES OF DUTIES: The Planner must be highly detailed and organized, have a desire to work with citizens and possess the ability to explain regulations to applicants so they understand development procedures and successfully complete projects. Responsibilities include taking and processing a variety of applications, preparing public hearing packets, producing maps and graphics to illustrate proposals, perform site visits and develop knowledge of public records maintained by government offices to evaluate development proposals. Requires working with surveyors, engineers, developers, real estate agents, elected officials, government employees, property owners and neighbors of proposals. The planner must review subdivision plats and development plans for compliance with the Development Guidance System Zoning Ordinance and Subdivision Regulations. The planner must be able to interpret flood maps and aerial photographs. Skills needed include written & oral communication, Microsoft Office computer skills, ArcGIS mapping. The Planner must attend Planning Commission and Board of Adjustment Public Hearings in the evenings. The salary for this position will depend on qualifications and experience. SUMMARY. The general purpose of this job is the current and future land use planning and development for the jurisdictional members of the Hopkins County Joint Planning Commission.
RESPONSIBILITY. The ideal candidate has knowledge of planning, zoning, and land use principles, including the interpretation and implementation of laws, codes, rules, and regulations. In addition, the candidate should be skilled in providing positive, solutions-oriented, and effective customer service and promoting a culture of teamwork by treating coworkers, stakeholders, and applicants with respect and dignity and engaging in open dialogue with diverse voices. Candidate will supervise all employees of the Commission. Collaborates with architects, engineers, contractors, professional services and other construction specialists. Holds all aforementioned and other firms accountable to ensure that all projects are in compliance. Develops and implements goals, priorities, policies and procedures relating to Planning and Community Development. ESSENTIAL DUTIES • Comprehensive planning. A statutorily required update to the comprehensive is a critical mission of this role. • Representative to City and County Members • Member of regional planning groups (i.e.: PADD, GRADD) • Member of City and County Community Groups • Research and prepare recommendations to the Planning Commission concerning zoning map amendments, zoning text amendments, major plats, development plans, etc. • Assist in the recovery and rebuild of areas affected by the 12/10/2021 tornado. • Other duties as assigned or required. COMPUTER SKILLS. Efficiency in MS Office, ArcMap, File Maker, AutoCad EDUCATION AND EXPERIENCE. Bachelor's Degree in Planning or related field.
