RFP: Develop City Heights (Covington KY)

The Housing Authority of Covington, as part of its mission to create better neighborhoods by innovatively providing diverse housing opportunities for individuals and families in partnership with the greater community, is seeking proposals from qualified not-for-profit or for-profit housing developers for the redevelopment of the former City Heights public housing project. The objectives are to find a qualified development firm (or team) to:

• Purchase the former City Heights public housing project “as is” and prepare the site for redevelopment
• Redevelop the site into a cohesive, walkable neighborhood comprised of a mix of residential types that builds community among its residents and the adjacent neighborhoods
• Optimize the proceeds it receives from the sale to improve its other housing sites
• Preserve as much as possible the unique character of the site, including the mature tree canopy, the grades, and viewsheds toward the Ohio and Licking Rivers
