- Through National APA Membership. Kentucky members of the American Planning Association are automatically registered as APA Kentucky Chapter members. As an incentive for students to join APA, APA KY will pay half of the APA membership dues. Student membership in the American Planning Association (APA) is now free for any student actively enrolled or matriculated in any university or college degree program. It remains free for the duration of an individual's studies.
