Kenton County (Covington), KY—part of Greater Cincinnati—seeks a talented planning professional with a strong service delivery background to lead its Planning and Development Services (PDS) agency.
The County and its municipalities have had a single city-county planning staff and planning commission since 1961 and 1966 respectively. PDS has 47 permanent full- and part-time employees, including a strong leadership team of department directors. The agency’s FY20 adopted budget is $5.8M, including over $1M in service and user fees. The executive director reports to a seven-member board of elected city and county officials. The successful candidate will have a bachelor’s degree in urban / community planning or closely related field; a master’s degree is highly desirable. AICP certification is required. In addition, he/she must have seven to ten years of increasingly responsible experience in the administration of land use planning, inspection services, or directly related field. Demonstrated management and administrative leadership skills are extremely important as well as the ability to work collaboratively with elected and appointed officials, staff, members of boards and commissions, and an active, engaged citizenry. The successful candidate will display the ability to serve as both regulator and facilitator of quality development; the ability to translate complex planning and land use issues for varied stakeholders and decision makers; and, a strong desire to work in a well-established collaborative planning environment. Minimum qualifications for the County Planner include: • Bachelor’s degree required in planning administration, land development, geography or related field; Master’s degree desired; • A minimum of five (5) years of experience in planning and zoning related functions with a thorough knowledge and understanding of land development and zoning activities and their relations to planning; ability to read and interpret blueprints, site plans and architectural designs; ability to gather and interpret technical and statistical information and prepare technical reports, is expected. • Evidence of continued professional development such as AICP designation is a positive indicator of dedication to the profession and will be noted during the candidate vetting process. • Must possess a valid Georgia driver’s license or have the ability to obtain upon selection. Compensation & Benefits include: The starting salary for this position will be established commensurate with the experience and qualifications of the selected candidate; starting salary is expected to be in the range of $65,000-$80,000.
