SALARY

MINIMUM REQUIREMENTS
Bachelor's degree in urban or physical planning, public administration, geography, architecture, landscape architecture, or another related field; and, a minimum of six (6) years of related planning experience; or, an equivalent combination of education, training, and experience.
Valid Driver's License
GIS experience is preferred
American Institute of Certified Planners (AICP) certification preferred
PURPOSE
The purpose of this classification is to perform professional, technical, and analytical planning in regards to urban and regional planning activities in a specified area to help develop the community.
ESSENTIAL FUNCTIONS

• Prepares staff reports for zone change and text amendment applications
• Presents staff recommendations to the Planning Commission at public hearings
• Leads and facilitates staff meetings and public input meetings
• Gathers, researches, and assembles data to make valid conclusions and use for decision making and planning
• Leads and participate s in special department or division-wide projects to implement community plans and improve the development process
• Develops plans to carry out functions of a specified project
• Formulates policies and develops and updates plans and regulations as needed
• Represents the division at events such as boards, commissions, and meetings
• Prepares written reports that detail critical elements of plans
• Responds to public and private inquires related to various projects as they arise
• Performs related work as assigned

Description:

• Advises, explains and provides information to agencies and the public on community planning and implementation policies, regulations, ordinances and the Comprehensive Plan. 
  
• Presents findings of planning and zoning projects at public meetings and hearings.
• Reviews site plans and inspects properties and study areas to identify and analyze planning issues and potential solutions.
  
• Presents findings on community planning, zoning, subdivision and land development projects at public hearings and meetings of the Planning Commission, Board of Zoning Adjustment and related committees.
  
• Coordinates community planning and zoning projects with governmental agencies, utility company representatives, engineers, and transportation agencies.
  
• Inspects sites and analyzes proposed developments and urban planning projects to determine impact on the community and compliance with the Comprehensive Plan.
  
• Assigns work tasks and reviews completed work.
  
• Prepares, reviews and edits staff reports for content, conciseness, completeness and accuracy.
  
• Provides technical assistance and instruction concerning community planning, multi-modal transportation, and implementation of laws, regulations, ordinances, principles, procedures and activities.
  
• Confers with elected officials and advises the public on community planning, zoning and subdivision problems, issues and concerns.
  
• Conducts pre-application conferences with zoning and subdivision applicants or their representative.
  
• Analyzes proposals for zoning changes, subdivisions and conditional use permits for compliance to regulations, Comprehensive Plan, neighborhood plans, historic district plans, and targeted areas for air pollution and traffic concerns.
  
• Prepares reports on community planning alternatives and recommendations, neighborhood studies, zoning changes, variance and waiver requests, conditional use permits, site and subdivision plans, appeals, non-conforming uses and other land use issues.
