Seeking qualified applicants for the office of Executive Director. The Planning Director directs planning initiatives in Mount Vernon, Poseyville, Cynthiana and Unincorporated Posey County (Indiana) and reports to the Posey County Area Plan Commission. MINIMUM QUALIFICATIONS. This position level requires (i) a bachelor’s degree, preferably in urban planning, public administration, geography, or a related field and (ii) some experience of progressively responsible planning experience in a county, municipal, joint, area, metropolitan, or regional agency. Such experience shall include growth management control administration (community planning, land use zoning, land subdivision, site development, and regulatory variances). Preference may be given to applicants possessing qualifications above the minimum. HIRING ENTICEMENTS. Starting salary $60,000.00. The Executive Director is an employee of Posey County, Indiana. The starting salary may be negotiable subject to applicant possessing qualifications above the minimum stated herein and if approved by the Posey County Council, the fiscal body of Posey County. FUNCTIONS. Oversees the development, review and approval process including location improvement permits, rezonings, subdivisions, site development plans, special uses, regulatory variances, and floodplain management. Presents growth management control actions to the Area Plan Commission, Area Board of Zoning Appeals, and applicable local legislative bodies. Oversees the recruitment, employment, supervision, evaluation, and release of staff and contract personnel. Prepares department operations budget for approval by the County Council. Research and report to Area Plan Commission of funding opportunities through grants and loans for planning and zoning initiatives. Ensures that the Area Plan Commission is kept fully informed on the condition of the agency and about any trends, events, or emerging issues of significance to the agency’s success. Report events and activities to elected and appointed officials of the County and participating municipalities. Maintain working relationship and communication with local, county and state government agencies, offices and directors of the same. Interaction with citizens in addressing complaints, providing guidance on the Zoning Ordinance, taking applications for zoning requests, tracking resolution of complaints, preparing monthly reports on applications and complaints, and identifying issues and trends requiring the attention of the Area Plan Commission and Board of Zoning Appeals. Represents the organization on regional/local boards. Implements Comprehensive Plan or other community planning projects. Prepares or reviews all departmental reports and presentations. Attends and presents at a substantial number of public meetings, including evening meetings. Organizes business of the Area Plan Commission and Area Board of Zoning Appeals, public notification of growth management cases, and related public meetings and hearings. Maintaining current knowledge of issues relating to planning, land use, and ordinance enforcement, including changes in state and local laws and ordinances. KNOWLEDGE. Theory, principles and techniques of the community planning and development process. Principles of personnel management, including supervision, training and performance evaluation. Principles of budgeting and finance. Knowledge of real estate terminology, laws, practices, principles, and regulations. Knowledge of computer applications including Microsoft Office, geographic information systems, database management and internet applications. SKILLS. Effective and persuasive leadership comfortable with all levels of staff, appointed and elected officials, public stakeholders, citizens and others. Proven management skills and ability to manage day-to-day operations. Strong written and oral communication skills, including the editing, oversight or preparation of technical reports, and the presentation of information to government entities and various committees. Strong interpersonal and public relations skills to work effectively with various officials, staff, citizens and other customers. Strong organizational skills.
