SALARY:     $40,913.60 - $67,059.20 Annually

DESCRIPTION: 
Under administrative direction of the Director of Planning/Engineering, plans, organizes, directs, coordinates and evaluates all Planning activities; responsible for amending and maintaining the comprehensive plan, subdivision regulations, and zoning ordinance; supervises the proceedings of and makes recommendations on annexation endeavors; performs related duties as required.

ESSEENTIAL DUTIES:

1. Responsible for planning, organizing, directing, coordinating activities and programs of the planning department and advises Director as needed.
   
2. Assigns work to professional staff and ensures appropriate training is provided.
   
3. Oversee development of complex and sensitive professional planning activities, including plan reviews, responding to request for information from the public, writing zoning ordinance text amendments and providing administrative support to the Planning Commission and Board of Zoning Adjustments.
   
4. Oversee specialized planning functions such as large-scale new development proposals and environmental studies, the comprehensive plan, subdivision updates, and zoning updates.
   
5. Monitors and ensures compliance with local, state, and federal laws.
   
6. Develops policies and procedures designed to increase the efficiency and effectiveness of the Planning operations.
   
7. Oversee and direct the proceedings, compiles information, provides reports, and follows the necessary procedures, and makes recommendations on annexation endeavors.
   
8. Conducts research and prepares reports on various projects as directed or requested.
   
9. Oversees CDBG, TIF programs, grant, rehabilitation and revitalization programs.
   
10. Coordinates and promotes planning activities with other governmental agencies, private agencies and other groups.
    
11. Maintains ongoing public relations through courteous and prompt attention to requests for services, complaints, etc.
    
12. Insures preparation and maintenance of records, reports, etc.; insures that reports are forwarded to required organizations in timely manner.
    
13. Participates in budget preparation and administration, monitors and controls expenditures.
    
14. Advises various councils, boards, commissions and elected officials in planning-related activities.
    
15. Other duties as assigned.

MINIMUM QUALIFICATIONS: 
Training and Experience:   Bachelors degree in Urban Planning/Land Use, or closely related field, Masters preferred; 4 years of related work experience in planning with 2 to 3 years supervisory experience preferred.
 
SUPPLEMENTAL INFORMATION: 
Certification Requirements:  AICP desired or shall be obtained within 2 years of employment. Overtime Provision: Exempt.
